Syncing with iCloud Paused - Mac Needs to Cool Down

After upgrading OS's I continue to get the message when trying to view latest photos "Syncing with iCloud Paused - Mac Needs to Cool Down" even though it is NOT running hot, there are little to know apps, processes running that would even cause this issue. Only solution seems to be reboot or revisit Photos from my desktop another day (or view on my phone or iPad). I upgraded to Sequoia and it resolved the issue, but now it's back again. VERY FRUSTRATING!!!!! Apple get you act together and resolve this issue. Stop making it difficult to use your equipment just to push people to upgrade when it's not needed.

MacBook Pro 13″, macOS 15.2

Given that thousands of people are not reporting this issue, it seems more likely that this is a local problem rather than a systemic on that Apple needs to, or even can, fix. Further, you're offered updates and upgrades, they're not pushed on you and you can simply not install them.

When you get this message can you tell us what is going in Activity Monitor (it's in your Application/Utilities folder), what's at the top of the list? is there anything in red?
