Wanting to record small, 20-30 second snippets of 5 cover songs that all have different BPM. fade out of one song with a fade in to the next song, etc..
Can the tracks associated with each different song have their own BPM within the same "project".
Right now if I change the BPM for a new song, it changes the whole project to that BPM.

For sure, you can have as many tempo changes in a project as you like.
The simplest way is to open the Global Tracks and edit the Tempo Changes in the Tempo Track. More tempo related options can be explored in Logic's Menu > Edit > Tempo ....
