When I log in my account on https://www.icloud.com and go to https://www.icloud.com/find/, the List say "All Devices" but I can't see my airtags items.
If I go to my iphone and go to Find My, tab Items, I can see them.
Do you know why?

it took awhile for them to show up in find my app on macOS and only in the newer versions
so maybe in time items will show up in the www.icloud.com too
you can suggest it to them using feedback
or see if their support have some info

From what I can tell, this was some sort of conscious business decision to prevent people from using Airtags without owning an iPhone, iPad or Mac. Which is an odd business model. Most want to maximize sales, not limit them.
And for the record, I quite like Airtags. I would have bought about 8 last week if they weren't so dang restrictive about how I can use them.
