Why is Screen Time still counting when I power off my device?

I have noticed that when be I power off my iPhone16 (Volume up and side button a then sliding to power off) that Screen Time continues counting as if my device were on and the last app in use being active for the entire time it was off. Does anyone know a fix to keep this from happening?
