Photos App will not import images.

My external hard drive that houses my photos library worked fine until the update in April. Ever since I have to restore my library every time I connect and then when my photos on my iPhone finally show up I am unable to import them. When I click the import all photos or the selected photo it takes me back to my last imported photo. Anyone else have this problem and/or figure out a fix?

yes my hard drive is the right format, it happens whether I’m using my iPhone or an SD card from my camera. It’s not my settings and clearly has something to do with the updated Photos app.
