New iPad refusing to turn on after being turned off and plugged in to charge

Twice now my brand-new iPad is refusing to turn on after it’s been turned off and plugged in to charge. The first time I took it back to Best Buy and the guy turned it on by giving it a “hard restart.” A week later, it’s just done it again. I tried pushing the top button and down-volume button simultaneously for a full minute and nothing. Any suggestions?
