White Apple logo appears on screen for a few minutes then attempts restart, over and over again. Searched for answer but everything is several years old. Appreciate any assistance!

I highly recommend that you have or make a backup before doing any further troubleshooting.
If you have external drives connected to the Mac mini, disconnect them and re-test startup.
If not, then it might be beneficial to repair the Mac mini's startup disk.
Work thru the steps, at > If your Mac doesn't start up all the way - Apple Support
If that doesn't help, click on "Explore Service Locations" at > Find Locations and schedule an appointment.
Thank you. After about a dozen cycles it finally booted. Still, I think something is up with this mini. Will need to explore more.
