Home.app not showing consistent audio or syncing current audio using Home Hub.

I have a rule set that starts playing a radio station in the morning on HomePod minis in a stereo pair.

I assumed when creating the rule that it would be activated from the AppleTV as it was selected as my Home Hub, and being a Home Hub it would broadcast whatever was playing on the HomePod minis to all devices on the same network. That is not the case.

After the rule starts in the morning the only device I can see and control what's active on the HomePod pair is my iPhone. I can see it on my Lock screen, I can see it in the Home.app and in the Music.app.

My computers just show a gray box with general settings in the Home.app and something completely different in the Music.app.

No responses... I will call Apple and go through the 2 hour process of getting answers. First 30 minutes is convincing the gatekeeper that I know how to plug in my HomePod minis. Next 30 minutes is doing random troubleshooting that disrupts every device in my home, and the last hour will be talking to a "senior tech" who will say, "I don't know why this is happening, I will forward this to engineering".
