Reset up Intel I5 Mac Mini already erased? I signed in with name and password only to confirm it had been done. Finally got to the correct erase process and initiated it again. After erase process was attempt to get to restart process to make it to "box quality". It only brings up a flag with ( ? ).

That generally means it's been completely and entirely erased and it has no Operating system to boot from or can't find its hard drive, so yes, that would be considered safe to recycle now.
What year model is the old Mac mini.
I'm using my old Late 2012 Mac mini (with 1T SSD & 16GB RAM upgrade) as a media server in our guest room.
