If your photos are not still available when logging into iCloud.com with your Apple Account, and your photos are not in the Photos library or in the local deleted-photos album, then those photos are gone.
You'll need to recovery those from a backup you've made elsewhere, or from copies you've shared with others, or similar.
Data stored on flash storage media including iPhone, iPad, and M-class Mac is erased when deleted, which means that the data is not recoverable.
