Yesterday I was at a football game and my phone was stolen, literally out of my hand. We managed to give chase and in the end the thief threw my phone down a set of concrete steps, before jumping on the canal bank, obviously my phone is completely destroyed.
As it was stolen and damaged is it covered by my Applecare+ with theft and loss?

You should report this to your local law enforcement. This is attempted theft.

That’s not how it works under Apple’s terms for Theft and Loss Coverage. You can still try filling a claim if you want and explain your story, there’s no harm doing that. But just expect the worst and that you will probably be denied, you never know.
Probably not, because the iPhone was later recovered by you. According to Apple, your iPhone must be missing to file a Theft and Loss coverage claim.
But even if its not stolen anymore, I surely should still should be covered for the accidental damage because it wasn't through my own neglegence.
