Ipad stolen from a Tesla with passcode off.

When i realized the ipad(older Air 3) was gone, the Tesla surveillance video of the steal that I had just seen disappeared apparently by the thief using the Tesla app on the ipad. Find My showed the ipad at a location near the theft but hasn't moved in 2 days. About an hour after the theft I hit the erase button and received an e-mail from Apple that my credit cards had been removed from the device. But the erase shows still "pending" since the device is not connected to the Internet. I did disable the cell line at ATT a few hours later.

I also changed my Apple password(and many others later that day.)

Could the thief have disabled the "Find My" feature before i realized it was gone, either by deleting the app or turning off Location services?

Once not online, but with an erase pending, can the thief access the stored information on my ipad like my e-mails, contacts app data. I have no financial information on the ipad(except one credit card that seems to have been deleted by Apple.), but lots of personal information and airline booking confirmations in the e-mails(no SSN) that could be used for identity theft.

I am not sure what i need to do to protect myself.

Without a network connection, the iPad cannot be remotely managed. As such, until a network connection is restored, the "erase" command won't be received. Similarly, the iPad cannot directly communicate its location to Apple's Find My servers.

If the iPad is not protected with a Passcode, all locally stored data will be accessible to anyone that has access to the iPad. For future reference, it is very unwise to leave an Apple device that has sensitive or personal data unprotected - by removing or disabling its Passcode.

At the very least, you would be well advised to change your account passwords for all online services - and email accounts. Inform banks and other financial institutions of potential data theft and account compromise; they may wish to change account numbers and issued Credit Cards.
