iPad 2nd generation stuck in reboot loop

I cannot get it to stay on long enough for iTunes on my PC to recognize it to do a restore from there. I have tried the two-button reset without success. I have the iPad connected to my Windows 11 PC by USB cable directly. It will let me get logged in and then it's off again after 20-30 seconds. It is not on my wireless plan, just used with wi-fi and Bluetooth to play music through my sound bar.

Anyone have any ideas?

Mircosoft have changed how you connect an Apple prodcut to Window. Have you installed "Apple Devices" whcihc replaces iTunes for Windows for device management:

iOS 10 is old, and I cannot find the system reqs for that app from my Macs, so you may have to search the MS App Store from your Windows computer.

As described, your iPad battery may have a fault, or may be reaching the end of its usable life. If the battery has failed or is failing, the iPad may unexpectedly turn-off, may not successfully boot to a running state, or boot-loop even when connected to its Power Adapter.

Are you able to use the iPad while remaining connected to your Power Adapter? If yes, while monitoring the indicated battery state, disconnect the Power Adapter; if the indicated battery state suddenly falls, or the iPad shuts-off, this test demonstrates the iPad battery having reached the end of its usable life:

Otherwise, see >>> If your iOS or iPadOS device restarts or displays the Apple logo or a spinning gear unexpectedly - Apple Support

If your iPad is unresponsive, connect your iPad to its Power Adapter and allow the iPad to charge. Then, while still connected to external power, try a forced-restart:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

  1. Press and quickly release the volume button nearest to the top button.
  2. Press and quickly release the volume button farthest from the top button.
  3. Press and hold the top button.
  4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.

If you continue to experience difficulties, you will need to seek assistance directly from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. Alternatively, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

Oooops, I said 2nd generation, it's a "Retina", 4th gen if that matters. It has the final OS, 10.3.4.

It originally showed not charging and went down to just 1-2% when it first started the loop. For a year or more it was almost always plugged in to a power source and stayed at 100%. It was attached to what I thought was a powered USB port on the PC for a week or more now that I was trying to get connected to iTunes. After a couple of days of just leaving it, it showed not charging then 100%. Now after the PC being off all night the iPad shows 75% and does not appear to be charging so I moved it to a block on my UPS and it shows charging but of course now I can't connect to iTunes if it did stay on. One thing I noticed, the lock screen and upon opening it shows "Searching" in the upper left. During a few 30 second "on" conditions I have deleted apps that I don't use that might be a problem. It won't stay on long enough to download the support app.

Of course it it WAY out of warranty (12 years?) and anything I try to get from Support or techs will cost me far more than it's worth at this age if they would even try with the 2017 "end of support".

You have a fourth generation iPad (a.k.a. iPad4) - long ago obsolete and with no hardware support. If the battery has never been changed, it is not surprising that the battery is now dead - and unable to be recharged.

Unless you can find a third-party repairer who can supply and fit a third-party replacement battery, the iPad is almost certainly fit only for recycling. Be aware that if the battery is changed, all locally stored data and installed Apps will be lost. All compatible 32-bit Apps have been retired and withdrawn from the Apple App Store.

Many computer USB ports also cannot source sufficient power to charge an iPad. Unless explicitly designed for charging connected devices, computer USB ports are typically limited to 0.5-1A @5V (i.e., 2.5-5.0W).

Most models of iPad require a Power Adapter rated at 12W (i.e., 2.4A @5V) or greater to reliably charge. Many recent models of iPad are supplied with a 20W USB-C Power Adapter.

I got the Apple Service app to load on my Windows 10 laptop, got the iPad connected and recognized, hit the button to restore and instead it appeared to be trying to install an OS update when I already had the one designated "final". It did not seem to have taken enough time to delete anything. Is that what a restore should do? Whatever it was doing, it didn't finish, the iPad rebooted.
