How can I dispose of my iPad Air 5th Gen after knowing it won't open any more due to wifi issue? I only used it for 1 year and 4 months. I decided not to keep it anymore and buy new one.

Take it to any Apple Store or Best Buy.

Apple will only accept qualifying devices for trade-in that are fully functional.
If, as you have already stated, the iPad has a fault, it will not qualify for trade-in with Apple. Apple will, however, recycle a returned device for free.
Third-party vendors may have a different policy.
