Apple Intelligence writing tools running independently on iPad Air and iPhone 16 Pro Max

I have a 2024 iPad Air with the M4 chip & a iPhone 16 Pro Max. Both run Apple Intelligence writing tools but will only run it independently ie if it is running/appearing on the iPhone it won’t on the iPad & visa versa.

Has anyone else had this issue & is there any solution to this problem?
