Slide to answer won't work in iPhone 15 Pro with iOS 18.1.1

I have an iPhone 15 Pro, now running iOS 18.1.1. Slide to answer is still not working while phone is on lock screen (ex. when I take it from my pocket), and while the call is ringing, pressing volume up/down has no effect. Only after the call has gone to voicemail can I swipe up to restore access to the phone. Clearly, updating the phone, etc. does not help. Has Apple accepted that there's a bug and/or provided a solution?
