Locating an iPhone or iPad when you can't remember your Apple ID password

In addition to Servant of Cats' message, your brother should follow the steps in the link below to recover his Apple Account password. It can then be used to help locate the lost or stolen phone. Even if he gets a new phone he will need his Apple Account password to get his data back:

You cannot use Find My unless you remember or recover those credentials. Find My is the only mechanism available to you to track those devices.

Note that even if you saw a location, it would be a bad idea to go in person to confront the thieves, fences, etc. who have the stolen phone and tablet.
