Password reset security delay on iPhone 16 Pro

How come I cannot change my password on my iPhone 16 pro the screen pop up with security delay message for 1 hr. I wait the 1 hr and still will not allow me to reset my password. Help please

You need to be in a familiar location. Also check that you do not have "always" set or else there may be additional restrictions.
