iPhone password requires security delay?

iPhone password requires security delay? I thought I waited for the security delay 59 minutes to end, then tried to reset my password and it just kept asking me for a new password. Then went into security delay for another 59 minutes. It seems like I’m locked out of resetting the iPhone password because of security delay loop.? Help
