This is the way Apple iCloud features have worked for at least a decade. If you "skip" a setup, you will be reminded about it. You don't have to enable the feature, but you do have to go into the setup panel and manually close it.
This is not some conspiracy by Apple. This is simply Apple's side of a billion+ customers. I'm sure they get a very large number of people complaining that the iCloud, Apple Intelligence, etc. isn't working. That's because they skipped it during setup and it isn't configured yet. It's just a way to keep support costs down and enable people to fix problems on their own.
I dont find it scary, I have tried various "AI" systems and I find I don't need it and and don't want to loose hard drive space to something I will never use.
No one cares. Whether you are frightened, annoyed, incensed, etc. We just don't care. We are like Apple. We enjoy helping people who post on these forums with interesting problems. So when you come here complaining about not wanting to use a feature and complaining that the "off" switch isn't good enough, we just don't care.
Apple Intelligence is not at all like the AI that is being pushed by billionaires elsewhere. If, for some reason, you did want that junk, then there is yet another "off" switch that you can choose to leave in the off position, if you so desire.
And if none of that is good enough, then chuck your Mac in the trash can and get yourself a Windows PC or Google Android where you will never have to worry about AI ever again in your life.
