Apps disappeared on my iPhone 13 Pro after background refresh

Apps disappeared from home screen when I set the “allow apps to refresh on the background” I locked and unlocked the screen, also put the phone in flight mode for a second and turned it off to allow a refresh of one specific app, came back and half of my apps are missing, how do I get them back? Thanks

To move an app from the App Library to the Home Screen, follow these steps:

Swipe to the App Library (located after the last Home Screen page).
Find the app you want to move.
Touch, hold, and drag the app icon to the Home Screen.

The picture below should help clarify why the apps are added to the App Library.
