New iPad touchscreen not working

My daughter received a new 10gen iPad wifi for Xmas. I decided to get it setup, but the touchscreen isn't working. I did the reset by pressing volume up, down and holding the power button, but still not working. A dialogue box comes up in Russian but it still won't allow me to press anything. I'm not sure what else to do.

There may be something here that can help:


If your iPad won't turn on or is frozen - Apple Support


If not, then it may be defective and should be returned to the store from which it was purchased, if they have a return policy still in effect. If not, you'll need to contact Apple Support or take the iPad to an Apple Store or authorized Apple service center.
