The iPhone 6s originally shipped with iOS 9. You can update it to the latest release of iOS 15, currently iOS 15.8.3.
About iOS 15 Updates - Apple Support
You cannot update it to iOS 16 or higher.
An iPhone 6S can only be updated to iOS 15.8.3, no higher.
PS, that is your operating system, it has nothing to do with iCloud.
And for future clarity, iCloud is Apple's online service. Your iPhone runs iOS.
