Persistent Orange Dot on iPhone 13 Pro Max Microphone

I know the orange dot on the top right corner of my screen indicates that my microphone is being used. Mine doesn’t seem to go away. I’ve shut down all apps, went into settings and turned off permission from every app. And the orange dot is still there. I even closed the apps then restarted my phone 3 times and waited before turning it back on. As soon as I unlock my phone from a restart the orange dot magically appears and I don’t know which app or what’s causing it to be on. I even turned off my hey siri. Can you help me?
