Change iCloud Photos Location on Windows 11

This is a follow up question to this previously closed one:

I have followed the instructions to the letter, but it doesn't appear to work on Windows 11, however, clearly I could have made a mistake.


I get an error message in the cmd line, where it says it can't find the path.


I don't seem to have the folder created in the 1st place, to then redirect with symlink, by following these instructions.


When I delete the iCloud Photos folder inside the Pictures folder, this means the symlink can't seem to find it either.


Any ideas on a workaround for this? Happy to submit more information about what I see on screen.


This is such an issue, I am seriously thinking of cancelling my Apple One subscription over it and just switching over to Google.
