iTunes / Apple TV not recognizing .heic files (.HEIC is Apple

This question has been asked before and never answered properly by Apple.

I have iTunes on Windows 10. I invoke Home Sharing. JPG files share fine. HEIC files do not.

Since this is an Apple APP, why does it not work. And I have no interest in complicating things by using Apple iCloud on my Windows Computer. My Windows computer has much more available storage than iCloud, it is easier to use. The Windows workstation is my photo processing computer.
