the carrier is the phone company you get service with to your cellular phone, non of us have any chance of knowing which carrier you use or even which country you live in. if you look at your bank activity you can likely get a notion of what company your phone bill is paid to and then google their phone number or get to their website.

Ask your wireless carrier to blacklist it. All other ways of blocking it need to be done through Find My instead.
