Do NOT mail or ship any device with a swollen battery. The swelling is due to hydrogen gas, the same stuff that lit up the Hindenburg airship.

Many municipal landfills will accept hazardous waste with condition. Start there, or with a call to your local fire department for advice.
In the meantime, put the iPad in a metal or ceramic container and place it outside, far from anything flammable.
