Blocking the Government numbers from iphone

To block numbers on device:

Block, filter, and report messages on iPhone - Apple Support

To block numbers from even reaching your device, contact your carrier. They are in a better position to prevent the messages from going to your iPhone and many have Spam blocking features that can be enabled on your account.

Blocking an organization, region, a country specific numbers is not available yet.

If you were to use Malwarebytes Mobile Security then that may do the job, somewhat.
