Missing Apple Intelligence on iPhone 15 Pro Max with iOS 18.2

Made in China and bought from China are two different things. If you bought the phone in China, China has not approved Apple Intelligence for use. Until China does (IF they do) you won't have access to Apple Intelligence, regardless of where you live in the world.
So, was your phone purchased in China or made for China?
