How do I access blocked contact list on my iPhone?

I have been unable to open the block contact list for two generation phones and a reload from your on-site support at Best Buy. When I try to open the block contact list from multiple avenues, the phone just hangs.

This is a user-to-user forum, not folks that work for Apple.

Seems that the block list is somehow corrupted.

As seems likely to have been suggested already, wipe and reinstall iOS, and don’t restore.
