My iPhone keyboard has this little bar at the bottom, and it used to not have it. I've looked everywhere but I can't seem to find a way to get rid of it? I've included pictures, the one with a blue scribble is my current keyboard, and the second image is the one I want back.

That is what I thought too. Those are the expected keyboards for a device that has Touch ID. With Face ID, the keyboard appears with the thicker margin on bottom to make typing easier on those devices since the screen takes up the whole phone and the keyboard would be too low.
I have the same keyboards for Messages and Safari on my iPhone 8 that has the Emoji and Dictation buttons in the keyboard.
I'm a little confused then. I have an iPhone 7 here that I use for music purposes, like an iPod, and it is on iOS 15.8.1. I just haven't updated it. You mention that your keyboard is "thick with the bottom bar" on all apps, yet your iMessage screenshot does not show it. Here are the keyboards from my iPhone 7, first the Safari, and then the iMessage.
I'm guessing both of the screenshots that you have provided are from the same location on the iPhone? The top one looks like you have opened a page in Safari. The bottom one appears that it is in Messages. Am I correct? What version of iOS do you have on this iPhone 7?
Yes, the screenshot with the thick keyboard is from safari, and the other from a messaging app, however I can confirm, that my keyboard is thick with that bottom bar on all apps no matter what. The iOS is the latest it can run which I believe is 15.8.3
