I lost 28 recovery key
I dont remember my iCloud password and also 28 recovery key but I linked my phone number with iCloud

Assuming that you’re not logged-in w/ a Trusted Device, you’re really in extremis.
There is only ONE possible option available.
IF you have turned on iCloud Advanced Data Protection AND have setup a Recovery Contact ….
…. you can use your recovery contact to regain account access.
Otherwise, you will remain permanently locked-out of that AppleID.
There is nothing Apple or anyone else can do to further assist.
