Spoken content not working on iPhone after reset

No, I’m not referring to that. I am referring to when you highlight text like on the Internet I’ll attach a video but once I highlight it go to the options where you scroll to the right side then it says speak. I select speak and it exits right out of whatever I’m trying to read and goes back to Home Screen.

so so in the second photo, the first step is highlighting the text then selecting the options for a copy paste, etc. but then also on the further side of the options is speak, and when I select it, the whole entire browser or the whole entire window of whatever I’m working on or trying to have audio for completely exits out to home screen.
