Why is Game Center 17+? They have games for young kids and they offer amazing lockdown features, but my daughter can’t join because she’s 7. What’s the point of offering parental controls? By the time they are 17, you’ve already lost all control!?!

See Use Game Center on your iPhone, iPad, or Mac - Apple Support. It is essentially a social platform for playing games with your friends. Perhaps Apple think it best to limit that to slightly older users. Apple Arcade has titles aimed at ages as low as 2-4.
