Unable to share my location on iPhone 16 Plus

I have enabled share my location in both privacy and security, and find my iPhone settings.

If I attempt to share my location with someone, they never receive the request to do so. If someone requests to share their location with me, I get notified about it, but when I tap 'share' then 'share indefinitely', it does a quick load, and nothing happens or it says no active device used for find your location. The request just stays there.

How do I fix this?

To use Find My and Location Services on an iPhone effectively, both your iPhone and the device you're trying to locate must have an active internet connection. These services rely on internet access to share your location with friends and family and to track the locations of devices, people, and items. Without internet connectivity on either end, the sharing and locating features of Find My and Location Services will not function properly.
