Sync to Library is not showing in Music app on iPad

I use a MacBook Pro, iPad Pro, and iPhone 13. All have latest updates. On my phone and MacBook, the music app has the option to sync library (both are turned on and sync just fine). However, my music will not sync to my iPad.


I went to settings, music and the sync to library toggle does not exist. I am subscribed to iTunes Match. From everything I am able to find, with iTunes Match it should allow you to sync to ALL devices. But there is no option to enable this in the iPad, it’s simply not there.


All three devices are logged into the same iCloud account. I do have Match. If I download an app on my phone it appears on the iPad. Everything syncs, just not music. I deleted the music app from the iPad and re-downloaded. Same screen without any sync library option. How do I get my music that’s on my phone and MacBook to show up on my iPad?
