Transferring music from PC to iPhone without Apple Music subscription

I don’t have an Apple Music subscription. I would manually transfer music in ITunes on my Windows PC to my IPhone. That no longer works. My library appears in Apple Music but am not able to transfer it to my phone thru the Apple device app. A few podcasts appear but these are still in ITunes. Apple support says I need an Apple Music subscription now to transfer files from my Pc to my IPhone. Please help
