Apple Intelligence doesn't work after changing Siri Language

I changed my Language for Siri to Japanese for a moment then I changed it back. After that, Apple Intelligence stopped working completely. Genmoji says "Downloading support for Genmoji" and Siri shows old bubble icon instead of lighting up around the edge. I also cannot do any of the other Apple intelligence features. It says its enabled and I made sure my Keyboard, Siri and System language were all set back to "English (United States)".

I tried restarting multiple times and turning Apple Intelligence off and on.

It has been like this for over 12 hours.

I'd really prefer not having to reset my settings so if there's anything else I can try I'd prefer that...
