No. That would be a scam. Ignore it. Delete it. If your tag line is correct and you own an iPhone 11, you can't use Apple Intelligence anyway. And Messenger isn't an Apple product either. It is a Meta owned product.
Clearly a scam. It's as dumb as the old internet thing that went around for years that Bill Gates would pay you to forward a particular email.
You could report it if you want, but by the time Apple could really do anything about it, the crooks will have changed where they're sending this nonsense from.
Such messages are scams, and in no way involve Apple. Do not interact with the message or the sender.
