It’s been over 24 hours that I can’t access to the genmoji and image playground because every single I try to open the app I only can see page that say downloading support for image playground or genmoji , I try with WiFi or LTE but it doesn’t work

Image Playground is installed by Apple Intelligence & Siri > Get Apple Intelligence. It is slow, and when it is done, Image Playground is finally installed. However, Apple Intelligence is only installed for English-language-configured Macs with Sequoia v15.2, or iOS/iPadOS 18.2.
Beyond the above, I cannot help you as I have not enabled Apple Intelligence on my M4 iPad Pro and do not plan too.
