Apple Intelligence model downloading issue

Hi guys, I have just updated to ios18.2 today, and the model cannot download even though I connected my iPhone to wifi and charger. I'm using iPhone 16 Pro, and the progress always stops at 99%. Is there any solution?

set Siri and region to south Africa It will work

I tried that and did hard reset still nothing.

was able to get it to load to 100% then it just stopped again. Frustrating I’ve never had software issues before now.
