Suddenly can't receive SMS on iPhone 13

Since Tuesday (Dec. 10), I cannot receive SMS on iPhone 13, but can send them out. I upgraded to iOS 18.2 today, but am still having same issue. Spent over an hour in person with a tech person at my cell carrier, but he couldn't figure out how to fix it. Also was on chat/phone with 2 Apple IT staff. The senior staffer said it was a carrier problem. I can talk on phone and iMessage iPhone users as normal. Anyone else having this issue? Is there a fix in the works?

Escalate the issue with your phone carrier, SMS is their feature. If you can't send or receive messages on your iPhone or iPad - Apple Support

Update: The following day after installing iOS 18.2, without doing anything else, all those SMS messages finally came through. Perhaps my carrier fixed something on their end, but rather fascinating it happened less than 24 hours after the 18.2 update was downloaded.
