I'm unable to send or receive any SMS from my iPhone 15 Pro. I've done Network reset and updated to iOS 17.2 but i still can't send sms nor receive.

You need to have an SMS/MMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS/MMS services.
I am having the same issue along with my husband. Have you found a resolution? We also tried turning iMessage and FaceTime on and off and got a few texts but it stopped again. iMessage works fine.
I shifted from physical SIM card(iPhone SE) to eSIM (iphone 15Pro), so apparently we have to wait for 24 hours before we can send or receive any SMS . I'm using Airtel so i had it sorted from the Airtrel App
