Reading goals keep turning back on after I turn them off

In Apple Books on my Mac, the “reading goals” feature repeatedly turns itself back on, no matter how many times I turn it off.

Maybe some people like having a reading goal, but for me (a) I don’t need any encouragement, and (b) because I often use Books for reference material, the numbers that reading goals keep track of don’t even make sense.

On iPhone and iPad, this feature stays off. On my Mac, no matter how many times I turn it off, it comes back.

I’m currently running macOS Sequoia 15.1.1 (the latest non-beta version as of this writing) on an M1 MacBook Air, but the problem has existed for years.
