I bought a second hand iphone and see this experimental webkit so I reset to default at bottom of page, but don’t want to transfer to new iPhone if its linked to old man Joe’s MAC somewhere? I don’t think phone was reset to factory defaults because what do I know about iPhones years ago? Very few answers from Apple Support or TIPS.. so does anyone in the Community know? Shared Workers? API casting? Help? Safari?

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
