How to disable apple intelligence ios ?

This is a note for others and an ask.

First, I live in Canada and apple intelligence is not available for my language ( Canadian english, eh) -- this is funny, but not the point.

The point is -- because it's not available, i do not have a global slider to enable or disable this "feature".

However, despite this, apple AI *IS* enabled in ALL of my apps. Every single one. I have to manually turn it off in every app if I don't want it.

Can apple make the user interface make sense? You used to be good at that.

If I can't use it, why is it enabled? Why is it ON inside of everything -- other than for data collection which i cannot benefit from (a nebulous point on a good day) -- since i can't use it?

Is there a way to turn off the auto-stocking without going through every app?

Global sliders mean nothing if they are not connected to apps and are not available to all users.
