I am unable to accept new iCloud Terms and Conditions
I click on the link to update terms on icloud terms and it spins like it’s connecting in but then give me a cannot complete action every time.

You might want to contact Apple's iCloud Support Team (online chat, phone, email etc.) ... they have a "Get Support - start now) link at the bottom of their website.: iCloud - Official Apple Support
