That almost always means you are trying to reply or add to a thread that has been locked for age or inactivity. They have this banner:
This frequently happens if you come here from a search engine. Most do not sort by date of give any indication of date. That leads to archived threads.
To avoid this, avoid the search engine approach and bookmark this Apple Discussions site map instead:

Opening old posts here is neither practical nor productive for several reasons:
—Apple technology in both hardware and software moves so fast that replying to an old thread with today's solution seldom helps.
—Very few people posting a question here return weeks or months later to check for new responses.
—These are said to be among the largest forums in the world with an estimated 3 million users. They would slow to a crawl were access allowed to threads going back 20+ years.
