Am no expert in this area. Reading your post to us, seems the community has little opportunity to help troubleshoot the issue you mention. We see little actual info. to go on, about the particular difficulties you want to overcome.

Eg: Wondering if your issue is in using Voice Control's accessibility methods for Dictation (eg: with option of moving between Command mode, Dictation mode, Spelling mode,). (ie: Apple menu > System Settings > Accessibility > Voice Control )
or
just in using the regular Dictation: (Apple menu > System Settings > Keyboard)
which may be more limited, particularly for users with accessibility needs.

Your post is not locked. Posts that conform to Community guidelines, and are active, generally remain open.
Actual software bugs can be reported to Apple, those who have access to fix Apple's software. Posting here reaches Apple users like yourself, including some with much expertise in trouble-shooting.
For bug issues to be fixed: Apple provides a feedback webpage. Feedback reaches those who work behind-the-scenes in the particular area, who can make changes. When adequate bug reports / feedback / etc. from multiple users is provided, Apple can see which computers and devices, which OS versions are inconvenienced. We've seen updates that address various issues.
